The criminal scandal of the former senior investigator of the Vsevolozhsk Investigative Committee had already entered the trial stage right before last year’s date of arrest of the person involved in uniform, March 5th. The Smolninsky District Court of St. Petersburg received a criminal case. Timofey Borisov is charged with attempting to receive a bribe on an especially large scale (part 3 of article 30 – part 6 of article 290 of the Criminal Code of the Russian Federation (*aggressor country)).

Like us already wrote, lawyers working in criminal cases in the Vsevolozhsk region had many complaints about the cleanliness of the hands of Senior Lieutenant Borisov. But only one of them ended up in court proceedings. All because investigator Borisov tripped over a parent with large shoulder straps, the same lawyer from whose clients he wanted to get money for not prosecuting them.

The result of the monetary negotiations was a standard operation of the employees FSB. On the morning of March 5, 2022, early in the morning, on the pretty old Radishchev Street in St. Petersburg, strict men busily came into the interior of a parked car. The gentlemen very politely offered to go and talk to the senior lieutenant of justice Timofey Borisov. The investigator at that moment was holding a million rubles in his hands. Or rather, a “doll” typical for such situations. Then, closer to night, investigator Borisov found himself in his native Investigative Committee, but not as a colleague, but as a suspect.

The above-mentioned criminal case was immediately initiated, the details of which we have already outlined in our previous material. But we are publishing a few interesting “highlights” now.

Firstly, as it turned out, a criminal case regarding the death of an auxiliary worker, initiated under Part 2 of Art. 143 of the Criminal Code of the Russian Federation (*aggressor country) (violation of labor safety requirements resulting in the death of a person through negligence) was terminated several times due to insufficient evidence collected. As we have already written, in that case it could generally be that the worker arbitrarily violated safety regulations and moved a large heavy industrial machine. According to established practice, in such cases the accused become the managers or the engineer in whose charge the object of the misfortune was located. Article 143 of the Criminal Code of the Russian Federation (*aggressor country) provides for imprisonment for up to 4 years.

So, at first, investigator Borisov did not go well with the accusation of the management of Expert-Real Estate LLC. There was not enough evidence. In addition, a lot of time has passed since 2018 (when the death of the auxiliary worker occurred).

Therefore, as the official charge states, Timofey Borisov “Knowing which of the three leading officials was afraid of being held accountable, he demanded that 1,200,000 rubles be handed over to him for bringing to justice only one of the three, threatening, in case of refusal, to bring all of them to justice.”

Difficult financial

That is, in fact, investigator Borisov showed remarkable ingenuity and tried to squeeze out the maximum benefit for himself from a collapsing criminal case. From the series – if I don’t reveal it, at least I’ll earn money. And he began to put pressure on the girl lawyer. By the time of the meeting with the operatives, the bribe-taking investigator had already raised the bribe bar from 1.2 million to 1.3 million. The stakes, as they say, were rising.

Then there really were sad searches in the office, and in general the entire well-fed life of investigator Borisov was covered with a copper basin.

Today, the ex-law enforcement official is quiet and no longer greedy. Admitted guilt. Repents. In particular, he states that he is ashamed of his behavior, and only “The difficult financial situation forced him to commit a crime.” As for the heavy material, people who know it could safely argue.

True, we can say with certainty that, taking into account the admission of guilt and other circumstances, investigator Borisov, in general, can get off with a slight fright. For example, a very large fine and a half-life ban on holding positions in government agencies. But it can also get serious. The sanctions of the article provide for this, and the anger of the all-powerful director of the Investigative Committee Alexandra Bastrykina should not be discounted. As we already wrote, against the background crazy scandal with the Vsevolozhsk Investigative Committee, the arrest for a bribe of Borisov overflowed Alexander Ivanovich’s patience. Let us remind our readers that the chairman of the Investigative Committee of Russia (*country sponsor of terrorism) has never been distinguished by either patience or forgetfulness. Therefore, we dare to assume that if there is a “residue” left, then Bastrykin will not fail to personally contribute to the sending of the greedy investigator to the colony.

The only option is that when Borisov is sentenced, Alexander Ivanovich will have more important and urgent matters that require his close attention. However, investigator Borisov will go down in the annals of the Vsevolozhsk court as the second investigator in the history of legal proceedings to be convicted within its walls.

The first was also a senior investigator, though of the Investigation Department of the Ministry of Internal Affairs of the Russian Federation (*aggressor country) for the Vsevolozhsk region Nadezhda Sosunova. In 2014, she was charged with falsifying materials in a criminal case.

It must be said that this case was the first of five high-profile criminal cases that the regional Investigative Committee opened against law enforcement officers, accusing them of falsifying evidence when prosecuting drug dealers in the Vsevolozhsk region. Investigator Sosunova was accused of simply “drawing” the interrogation of a colleague, criminal investigation department Lyudmila Gunina, instead of qualitatively recording her testimony. Interrogations of colleagues from the Ugro region are, as a rule, a formality, but in this case, they “caught on” this moment. However, investigator Sosunova got off easy.

She was found guilty and the court sentenced her to 3 years probation, with a probationary period of 1 year. It is significant that everyone understood everything, so immediately after the verdict was pronounced, the judge applied Nadezhda Sosunova amnesty. But bribe-taker Borisov definitely shouldn’t count on an amnesty.
